Please Review the Information below regarding our FFL Dealer Services, Fees, Company Policies and Legal References

The Transfer Fees below apply to the following only:  FFL to FFL/non-FFL to FFL (From within DROS (Dealer Record of Sale): $25

FFL Long Gun Transfers (rifles, shotguns, stripped rifle lowers):

  • $50 + DROS + 8% CA sales tax for the first firearm or stripped rifle lower receiver
  • Add 8% sales tax for each additional long gun or stripped rifle lower (limit of 5)
  • Must provide copy of current, valid Firearm Safety Certificate (FSC) or obtain new FSC (unless exempt with documented proof) from certified instructor (i.e. HB Armory) before firearm is released.
  • If not exempt, then mandatory FSC test, safety demo and certificate is an additional $25
  • With certain exemptions, CA allows up to 5 long gun DROS/transfers in a 30-day period

FFL Handgun Transfers (pistol, revolver):

  • $50 + DROS + 8% CA sales tax (limit 1 handgun per buyer in a 30-day period*)
  • Must provide copy of current, valid Firearm Safety Certificate (FSC) or obtain new FSC (unless exempt with documented proof) from certified instructor at HB Armory before firearm is released.
  • If not exempt, then mandatory FSC test, safety demo and certificate is an additional $25
  • With certain exemptions, CA allows only 1 handgun DROS/transfer in a 30-day period

Transfers from Non-FLL holders to HB Armory:

  • $50 per firearm + $25 DROS fee + 8% CA sales tax (if not already paid when firearm purchased)

Private Party Transfers (PPT):

  • $25 DROS + $10 Dealer Fee
  • A Private Party Transfer (PPT) is any firearms transaction between 2 private parties which must be conducted with both parties face to face and in the presence of the FFL Licensee and at the Licensee’s place of business

Storage Fees:

  • Without prior approval, HB Armory will charge $10 per day per firearm for storage exceeding  30 days of following initial  DROS submission(s)

HB Armory Policies:

  • Customer must inform HB Armory in advance about their pending transfer.
  • DROS fees are not charged until you have completed the form in the presence of HB Armory FFL Dealer.
  • The sending/transferring FFL or Private Party must contact and coordinate with HB Armory directly.
  • The sending/transferring FFL must comply with the CA-DOJ CFLC program (If we receive a firearm without the CA-DOJ CFLC number from the sending dealer, the firearm will not be accepted and instead returned to the dealer at the customer’s expense. Private Party to FFL Transfers are exempt from the CA-DOJ CFLC program.
  • For PPT’s and Non-FFL transfers, the selling party must send us a legible copy of their photo ID and contact information via fax or email with information regarding the transaction, prior to shipping out the firearm.
  • Any long gun or pistol being transferred to HB Armory MUST be in full compliance with California and Federal Firearms law, prior to being transferred to HB Armory.  We will not modify any firearm to make it compliant with CA or Federal law.
  • All handgun final transfers must be accompanied by a valid Handgun/Firearm Safety Certificate (unless exempt with documented proof) and safe handling demonstration from the buyer.
  • While no limitation exists for the number of handguns that you may own, you are generally limited to having delivered no more than one handgun in any 30-day period. Handgun transactions related to law enforcement, private party transfers, and returns to owners are exempt from the one-handgun-per-30-day limit.
  • Generally, all firearms (other than federally defined antiques) purchased in California must be accompanied with an Firearm Safety Device (FSD).  The current roster of approved FSD’s is available on the Bureau of Firearms Website .
  • No high capacity magazines (holding more than 10 rounds) will be accepted as part of any transfer. If any such magazines are sent as part of any transfer, they will be returned to sender at customer’s expense.
  • For all handgun transfers and prior to shipment, it is the buyer’s responsibility to verify the handgun to be transferred is currently on the CA-DOJ Roster of Handguns for Sale list.  Click here or a current list of Approved CA Handguns.
  • Per the CA Board of Equalization, we are required to collect sales tax on all FFL to FFL transfers.
  • If the DROS findings on any buyer results in non-compliance or denial, it is the buyer’s sole responsibility to pay for return shipping of the firearms(s) and all accessories.
  • Buyer agrees not to hold responsible HB Armory for condition of firearm or accessory ordered upon receipt by HB Armory, up to and including time of delivery to buyer.
    ALL TRANSFER, DROS and APPLICABLE STORAGE FEES ARE NON-REFUNDABLE
